MADISON _ ln July 1996, the United States Department of Agriculture removed all limitations on the use of cheese substitute products for the National School Lunch Program. With this change, government institutions, including our schools, can now serve 100 percent imitation cheese. I believe this does a great disservice to our children as well as to dairy farmers.

It comes as no surprise to senior citizens that the government fund which holds their retirement savings _ the Social Security Trust Fund _ has nothing in it except a stack of worthless IOUs. They are painfully aware of this fact, and the bureaucrats in Washington are only recently beginning to wake up to it.
