Hudson -- NR man sentenced in prostitution incident

A New Richmond man has been sentenced on a felony conviction for solicitation of prostitutes after his deferred judgment agreement was revoked.

Robert Carl Troutz, Sr., 60, 107 S. Knowles Ave., was sentenced to probation for three years and fined $145.80 in St. Croix County Circuit Court April 21. A 180-day jail sentence was stayed.

The criminal complaint said on Feb. 17, 2006, Troutz solicited a woman, who was a police informant, to act as a prostitute for him during a conversation that was monitored at the Lowrey Hotel in New Richmond.

Troutz signed a deferred judgment agreement Nov. 26, 2007 on the felony charge. A court document of Feb. 3, 2007 said that Troutz had failed to meet the conditions of the agreement.

Misdemeanor charges of pandering and disorderly conduct were dismissed earlier. The case is scheduled for review May 27.

A felony charge of delivering morphine against Troutz was dismissed April 21. The charge resulted from a Sept. 22 transaction with an individual in New Richmond.
