PUBLIC NOTICE

A public hearing will be held by the Goodhue County Board of Commissioners on Tuesday, September 19th, 2006 at 10:00 a.m. at the Goodhue County Government Center, Commissioners Board Room, 3rd floor, 509 west Fifth Street in Red Wing, Minnesota.

Public hearing items on the agenda are:

10:00 a.m. ZONING ORDINANCE TEXT AMENDMENT - MIXED USE ZONE DISTRICT FOR HAMLETS-The purpose of the MXH Zone District is to allow a mix of residential, public, and commercial land uses to co-exist within the same zone district. This District establishes regulations that better recognize the mix of land uses that have historically co-existed in hamlets throughout the County, it is not the intent of this District to create new areas to be developed as hamlets where a rural settlement does not currently exist, under provisions of the proposed zoning ordinance text amendment, the following rural settlements would be considered eligible for this zone; they are located within the historical communities of: Welch (in Section 28, T113N, Rl6w); Vasa (in Section 15, T112N, Rl6w); white Rock (in Section 32, T112N, Rl6w); Stanton (in Section 30, T112N, R18W); and Frontenac Station (in Section 15, T112N, Rl3w). No amendments to the Goodhue County Zoning Map are being considered at this time. Upon establishment of the Mixed Use Zone District for Hamlets (MXH District), it would then be possible for Townships and/or Goodhue County to initiate rezoning of property located within the eligible existing rural settlements (hamlets) located in the above referenced townships.

INTERIM ORDINANCE-MORATORIUM TO TEMPORARILY RESTRICT CONSTRUCTION OF NEW BUILDINGS OR EXPANSION OF EXISTING BUILDINGS IN THE STUDY AREA FOR THE PROPOSED HWY 52/COUNTY ROAD 24 INTERCHANGE (CANNON FALLS TOWNSHIP)- The Goodhue County Board desires to protect its citizen's health, safety, and welfare by producing an Official Map for an interchange system and future connections between Highway 52 and County Road 24. The Goodhue County Board of Commissioners will consider whether it is necessary to adopt an Interim Ordinance for a period of one year from the date it becomes effective to allow for such a zoning ordinance update and adoption of zoning regulations. The proposed interim Ordinance would prohibit the erection of any new buildings or expansion of any existing buildings in the following areas: section 19, T112N, R17W, west of Highway No. 52; and Government Lots 1, 2, 3, 5, 6, 7, and 8, Section 30, T112N, R17W, Cannon Falls Township.
