Mark Appelbaum has big aspirations for The Rosemount. In fact, he hopes someday the senior living facility will be the model of what senior care should be.


“Our focus is to offer a high quality senior living. We want to create a better experience for residents,” said the Makado Group leader.

The Makado Group is a real estate development firm that was selected to build a senior living facility on the old St. Joseph School site. Appelbaum, who has more than two decades of experience in senior housing development, is the group’s principal.


When complete the 92-unit facility will feature 40 independent living units, 21 assisted living units, 18 memory care units, 12 care suites and one transitional unit.


Augustana Care will provide health and well-being services within the building.


The Rosemount City Council has long made it a goal to bring a full-service senior living facility to town. While there are several independent living opportunities, anyone needing more in-depth care had to find it elsewhere.


The old St. Joseph site, at the corner of 143rd Street West and South Robert Trail, comes with some challenges, though. It is compact and landlocked. Prior to the Makado Group, two other developers tried to make something work on the site but failed.


Despite its challenges, Appelbaum said he took on the task of building a full-service senior living facility on the site because of what it offered.


The Rosemount will be attached to the city’s new activity center and the Steeple Center, which will offer a host of activity and entertainment opportunities. The Robert Trail Library is also within walking distance, as is Central Park. Appelbaum said having that built-in connection to the community offers a unique and intangible value to the facility.


“I decided in about 10 seconds that I wanted to pursue this project. This is something naturally connected to the community. That’s my vision of what senior living should be,” said Appelbaum.

Appelbaum said having that connection is what made Rosemount an attractive place to build a development.


“I wish I could replicate this in 10 other cities,” said Appelbaum.


In planning the space, Appelbaum has focused on creating the best possible caregiving experience for residents.


“We want to create a contemporary, warm environment. We want people to feel proud of where they live,” said Appelbaum.


In addition to the living units, The Rosemount will feature a range of amenities including event rooms, a children’s play area, a fitness room, outdoor spaces, a memory care garden, a beauty salon, a library and more.


With the walls going up fast, marketing director Shelly Krueger said there’s been a lot of interest. She said they have a handful of independent living reservations so far.


Appelbaum said a number of people have shown interest in the assisted-living and memory care units. Those arrangements will have to be made closer to when the facility will open.


Presently, construction is on schedule and Appelbaum said it should be complete in early to mid-November. Excited to see his vision come to fruition, Appelbaum said he’s ready for the The Rosemount to take its place in the community.


“I aspire that every person in Rosemount will want to live here,” said Appelbaum.
