Rezoning and special use permit for Deals with Wheels
City Council unanimously approved rezoning 2128 Vermillion St., formerly Auto Stop Gas Station, to make way for a new business, Deals with Wheels. After Monday night's vote, the zone will be changed from a C-3 commercial zone to a C-2, which allows for auto-specialized commerce.
The council also voted to give the Deals with Wheels owners a special use permit for automotive sales.
Douglas and Matthew Balsimo plan to remodel the building, add a new sign, repaint the parking lot and add landscaping. The Balsimos also plan to close off the parking lot entrance on Highway 61 and move it to 23rd Street. The removal of the entrance in coordination with the Minnesota Department of Transportation was added as a condition to obtaining the special use permit.
Todd Field plat cleared up
The council voted to vacate the right of way that runs through Todd Field at McNamara Stadium.
The right of way was established when the town was platted in 1857. There is no record of that being vacated when the field was built on the property in 1932.
Contract for 2019 Sanitary Sewer Lining Program
The council awarded the contract for the 2019 sanitary sewer lining program to Hydro-Klean out of Des Moines.
There were a total of six bids, with Hydro-Klean being the lowest. The bids were higher than estimated, Public Works Director Nick Egger said, but were still within the department's budget.
The work was estimated to cost roughly $237,000. Hydro-Klean's bid came in at just over $250,000.
Mill and overlay contract
The Hastings City Council awarded a contract for the 2019 mill and overlay program to Park Construction.
Out of four bids, Park Construction came in the lowest at roughly $445,000. The company did last year's mill and overlay project.
Alley cost will be split
The council voted to enter an agreement with Confluence Development for improvements to the alleyway located south of the Great River Landing Parking Ramp. The agreement states that the city would be liable to pay 50% of the alleyway costs, up to $20,000.
The alley will provide access to the second story of the parking ramp, but is currently in poor condition. The city will save money on future reconstruction as a result of the agreement, staff said.
Submittal of 2040 Comprehensive Plan to Met Council
The council authorized the submittal of the 2040 Comprehensive Plan draft to the Metropolitan Council to review.
Since 2017, staff, with the help of a 19-member steering committee, have been working on developing the 2040 plan. The 2040 is an update on the existing 2030 plan, which has been in the works since 2007.
After a review of the latest minor changes to the plan, it was recommended for approval by the Planning commission late last month.
