The Woodbury City Council has approved special assessment amounts for construction set to take place this summer along Bailey Road.

Assessments were approved at a May 8 meeting for the Bailey Frontage Road portion of the city's 2019 Roadway Rehabilitation Project and the Bailey Road Access Management Project - a partnership between the city and Washington County. The projects were bid together.

Special assessments are charges issued to property owners that help pay for projects, like roads, that directly benefit those owners.

The assessment amounts are as follows:

Bailey Frontage Road

The three single-family units were each assessed an amount between $13,110-$15,105. The Prestwick Golf Club was assessed $13,300.

Bailey Road Access Management Project

One single family-home was assessed $3,700 and one undeveloped single-family lot was assessed $12,400. The Salem Evangelical Lutheran Church was assessed $3,700.

A resolution was also passed amending the city budget to reflect the accepted bids.

The project would add left-turn lanes to all intersections between Pioneer Drive and Wellington Lane and add shoulders to the section of road. It would also include repaving the trail along the north side of Bailey Road, pavement resurfacing, drainage system improvements and the addition of stormwater filtration basins.

The total cost of the Bailey Frontage Road project is $699,842.69, with $55,195 coming from special assessments and the remainder from the city's Street Reconstruction/Maintenance Fund.

The total cost of the Bailey Road Access Management Project is $3,987,079.09, with special assessments making up $19,800. Washington County will contribute nearly $3 million, with the rest coming from the city's Water and Sewer Utility Fund and the MSA Roadway Construction Fund.

Special assessments for the three other 2019 Roadway Rehabilitation projects: Marsh Creek Area, Upper Afton Road and Meadowood Area, were approved at the council's March 27 meeting.

Debate surrounds approval of tobacco license

Though a license permitting Southgate Tobacco, Inc. to sell tobacco at a new Woodbury location was ultimately approved, it was not without conflict.

The location at 10150 Hudson Road, Suite 107, would be part of Woodbury Commons shopping center. The shopping center also includes Scrubs Direct LLC, which is owned by Max Ericson. Ericson sent a letter to city staff expressing concern about a tobacco shop being located in close proximity to "youth-oriented" stores, including Foss Swim School and a Once Upon a Child clothing store.

Additionally, City Council member Steve Morris raised concerns about three incidences of non-compliance at a Stillwater tobacco shop owned by Badawi Junaidi, one-half of Southgate Tobacco's ownership. The incidents occurred in 2015, 2016 and 2018.

Anan Barbarawi, the other half of Southgate Tobacco's ownership, has owned several other tobacco shops in the Twin Cities area and has not been cited for compliance issues, according to the city.

Based on city zoning and license ordinances, city staff, the council and city attorney Riggs did not believe there were grounds to deny the tobacco sale license, though the council did express interest in reviewing ordinances related to tobacco sales at a future workshop meeting.

Council approves 'non-disciplinary' removal of police officer

City attorney Scott Riggs reported on a closed session that took place April 10, during which the council approved a resolution to remove Daniel Wenshau from his duties as a police officer.

"Mr. Wenshau is not able to perform his job as a police officer for the city and, as a result, the City Council approved a resolution that Mr. Wenshau be removed from employment with the city of Woodbury for non-disciplinary reasons," Riggs said at the May 8 meeting.

The decision went into effect April 10.
